Final merge for v1.0.0

Closes last of major feature issues required for %v1.0.0 and restricts the eval command.
Restricts dbrand and ctc2 commands to dbrand, Stark Industries, and Stark R&D Dept. servers
All slash commands are now global
Bumps version to v1.0.0

After this merge, all new features will require their own branch
