Initial dbrand-ready release. Once this milestone is hit, the following will happen:

1. The project will go open source at v0.9.9, allowing anyone to view @jarvis's source code
2. The bot will be added to the dbrand server, either with a shared instance or a separate instance (up to bots discretion)
3. eval command will be removed/limited to hyper-specific configurations (database flag, config flag, etc).
4. main will be locked, and any changes will require merge requests with review
